This is the Acco 2 inch Black Pressboard Report Covers!
First fold the spokes open, remove the binding bar, and separate the covers.
Now take your two hole punched pages and insert them into the spokes. If you have a large stack, try smaller stacks at at time.
Once they’re in, put the front cover back on, slide the binding bar on, and fold the spokes onto the bar. There are little tabs on the bar to hold the spokes in place—so slide those over.
