    Do these have a pre-done three hole punch or are these completely blank so we can place the holes where needed?

    Thank you for your question. The GBC Customizable Plain White Index Tabs 8 Tab (part # 9675045) are unpunched and you would be able to punch them with the desired punching pattern.
