This is the X-Acto Boston Bodel KS, Manual Pencil Sharpener!
On the front one hole is marked as for your standard pencil. To change the pencil size push on this tab and rotate the plate until you have your desired hole, and let the tab snap back into place.
To empty the shavings receptacle, twist it to the left, pull it out and empty it in a trash can. Then place it back at a slight angle and twist it back on.
You can screw it onto a wall as well. What’s better is that the receptacle can be adjusted to be straight even though the sharpener is mounted at a 90 degree angle!

Now I must apologize for demonstrating on cardboard I didn’t have a better surface available to do this on …but rotate the handle around and your pencil comes out nice and sharp!
To setup the sharpener, place it in its final spot. Mark the holes with a pencil. Predrill holes on those marked spots, potentially slightly angle toward the center.
Place the sharpener back in place and screw in the screws. Place the catch tray back on and you’re ready for sharpening!
