You can technically cut on either side, but the non smooth side has a non glare finish, so is the preferred side to cut on.

For rotary cutters the manufacturer typically recommends the Magic Self Healing Mats https://www.mybinding.com/11-8-x-17-7-magic-self-healing-cutting-mat.html,
The surface printed mats are more vibrant and easier to read but the print will wear with usage.
The optional grid sheet is protected by the cutting mat and can be reused.
Cutting performance is the same with either option.

The closest size we would have to that size would be 4' x 6' Rhino Self-Healing Large Cutting Mat With Grid Underlay. They do have a 1 inch grid.
