It is actually a whole perf tray that replaces a fold tray on your existing machine, and that has a perf kit on it. And the wheel is metal. You can read more about it on the last page of the manual, and it'll will talk about speed and more.

The manufacturer has given a paper range for this machine as: 4.72" x 8.27" - 13.00" x 19.21"

Most applications would want the perf running up and down when feeding the paper landscape. If that is the application, then no it will not work because the folder does not accept paper that is 17” wide landscape. If you would be feeding the paper portrait, ( the 11" side) like when you are usually folding paper then it would work.
